Vision 20 20 20 AND HOUSING DELIVERY BY OLUSEGUN ARIYO





For any nation, the performance of housing sector is often the barometer by which the health or ill-health of a nation is measured or determined therefore for any nation; housing is set for durable asset which account for a higher proportion of a country’s wealth and on which household spend a sustainable part of his income. Sustainable house is not a house that only generates good quality and affordable housing, also alleviate the befitting equitability between the rich and the poor we generate the environment rather than destroying it and empower the poor to have access to decent houses at affordable cost.


To have housing system that will be like this in Nigeria by the year 2020, housing delivery should be sustainable. At best, adequate housing should contribute to the attainment of physical and moral health of the nation and stimulates the social stability, the work efficiency and the development of the individual. As a unit of the environment, housing has a profound influence in the health, efficiency, social behavior satisfaction, productivity and general welfare of the individual and community it reaffirm the country social and economic value of a society as it appears the best physical and historical evidence of civilization of a country and a reliable measured of introduction of economic development where housing delivery in this context give priority to the disadvantage groups where in it responsibility, would have emerge in the process of housing choice and give them a say in decisions that affect their housing need and life.



 Report on united nation habitat summit in Istanbul indicate that if the national housing go are to be meet, government should encourage, orientate and if necessary, supervise the housing sector. In the past ten months the panel on the vision 202020 committee has worked relentlessly in the past, present, and future strategy to jump start economic transformation of the country. In the case of Nigeria there include development action, activities, programmes project and amenities undertaking to achieve economic growth and boost the GDP and other feature to put Nigeria among twenty most industrialized nation by the year 2020. report indicate that one of the setback working against achieving one of the vision 202020 cardinal objective that is housing delivery remains a misplace priority in housing development. Accordingly, lack of infrastructure and services with respect to water, sanitation surface water drainage, and solid waste and energy sources as lead to cumulative environmental degradation especially in the low cost housing neighborhood over several decade. Besides the lost in environmental quality for Nigeria, the impact on the health household and communities constitute a major concern. All keys stakeholders in low income housing delivery in national, state and local developers face major financial constraint in meeting their responsibilities. These has been the key factor contributing to the process of decision making drain by initial lost in consideration especially to fit to subsidy provision while ignoring the long term cost and life circle saving alternative solution. The policy therefore recognizes the need for alternative financial mechanism which provides more flexibility in terms of choices open to stake holders in housing delivery, habitation and transformation but failed to respond to the large housing challenges.



The practice is also irresponsible to emerging needs such as cultural values of house holds and communities although, the housing tragedy is not responsive to demand, and where the demand should not be narrowing the  found to the way which focus on numbers which eventually failed to set to other specific goals or objectives which housing delivery should facilitate. Expectedly, the point of emphasis for private or public partnership in housing delivery should involve those factors that constrain the effective performance of the partnership of the two sectors. The factors relate to land, housing, finance building material construction industry and the road of various types of government. in reality, government should not dominate the housing delivery process if it must succeed in sustainable housing delivery rather it should facilitate it simply by assisting the actors involve in housing delivery to take decision to build and improve housing. Also, small housing loan should be extended to the disadvantage group in both rural and urban areas to assist them in constructing their dwelling unit. Most of the urban settlement lives without former land tenure, so land tenure has to be regularize to create sufficient security of tenure to make the investment in housing worthwhile these, in no time saves the attainment of vision 202020 in housing delivery to the populace.
